Mississippi Department of Corrections Commissioner Pelicia Hall said Friday she is seeking the assistance of the FBI and the Mississippi Department of Public Safety in investigating a spate of inmate deaths.
The statement came as the death of a 15th inmate in August was reported.
“While we believe that most of the reported deaths during the month of August are from illnesses or natural causes, such as cancer and heart disease, based on available information, we are seeking assistance from others outside the department in the interest of transparency,” Hall said in the statement released Friday afternoon. “My administration is committed to ensuring that all individuals in the department’s care receive appropriate medical care.”
Earl Davis, 55, died Thursday at Promise Hospital in Vicksburg, according to Greene County Coroner Ladd Pulliam.
Pulliam said the official cause of death is pending autopsy but he believes Davis died of natural causes. “I’m confident in that,” Pulliam said.
Davis, who had been transferred to Promise Hospital from South Mississippi Correctional Institute, had been hospitalized for nearly three weeks and was surrounded by family at the time of his death, Pulliam said.
Davis’ death is the fifth inmate death from SMCI this month.
The ages of the deceased inmates in August range from 24 to 75. Five were housed at SMCI, five at Central Mississippi Correctional Facility, four at the State Penitentiary and one at the privately run Wilkinson County Correctional Facility.
Eight of the deceased were black and seven were white; one was female.
Two other inmates at Parchman were found dead in their cells within hours of each in April. Michael Montrell Norwood, 29, and Milton Craig, 28, were found unresponsive in their single cells in separate buildings at Unit 29 on April 2 of “apparent suicides.”

Jordan was the head coach at Grossmont College, a junior college outside of San Diego, for 23 years. He retired in 2006. The program is unaffiliated with the NCAA.
The couple, both 82 years old, were found Sunday morning at their home in El Cajon, California, with gunshot wounds to their heads. Jean Jordan was found with a gun in her hand. A suicide note was left on the sliding glass door entering the home.
The first person to arrive on the scene, according to the medical examiner’s office, was Dave Jordan’s physical therapist, who was not identified.
The medical examiner’s office ruled Dave Jordan’s death a homicide and Jean Jordan’s death a suicide.
The San Diego County Sheriff’s Department did not immediately respond to USA TODAY Sports regarding a potential investigation.
Grossmont College competes in the California Community College Athletic Association (CCCAA). Dave Jordan retired with a 135-89-9 record, according to the school’s athletics archives. The Griffins, under Jordan’s tutelage, won the state championship in 2005.
Jordan’s son, Mike Jordan, is listed as the team’s head football coach on the school website. Messages made by USA TODAY Sports to the Grossmont College athletic department were not immediately returned on Monday morning.
Raheem Sterling featured in six of England’s seven games at the 2018 World Cup in Russia
Manchester City forward Raheem Sterling has withdrawn from the England squad to face Spain and Switzerland.
The 23-year-old has a back problem, the Football Association said.
Sterling was the only absentee when the squad reported to St George’s Park on Monday.
No replacement is planned for Sterling, leaving manager Gareth Southgate with a squad of 22 for Saturday’s Uefa Nations League game against Spain and Tuesday’s friendly against Switzerland.

Rotting carcasses of livestock contaminating water in the aftermath of devastating floods in India‘s Kerala state have given way to a new challenge – battling an infectious disease such as leptospirosis or “rat fever”.
At least 34 deaths in the state since August are suspected to be from leptospirosis. Deepu, an official at the ministry of health in Kerala’s capital Trivandrum, told Al Jazeera 515 cases were reported in the past 17 days, 196 of those confirmed.
Doctors say rat fever symptoms include high fever, severe muscle and abdominal pain, nausea and vomiting.
“This is a direct consequence of the flood. The host of this disease is the rat, hence the name rat fever,” said Rajeev Sadanandan, chief secretary at Kerala’s health department.
“But there are secondary hosts like cattle and dogs. Once they get infected, their urine carries the bacteria. Since a lot of these infected animals died during the floods, the bacterial levels in the water is high.”
The disaster – the worst floods the tourist haven of Kerala has witnessed in a century – killed nearly 500 people, drove one million out of their homes, knocked buildings down, washed away farmland, and destroyed major roads and bridges.
Infection in the fields
Among the latest disease victims was Ujesh, 38, a part-time farmer who died on Saturday in Vadakara, which is among the worst-hit regions.
“He was suffering from high fever and severe headaches. He probably caught the infection in the fields. He was working even when the heavy rains hit,” Ujesh’s brother-in-law Suresh, told Al Jazeera.
The outbreak of disease following the devastating floods is causing concern, despite the government announcing it will seek to borrow more than 100bn Indian rupees ($1.4bn) to finance reconstruction work.
At the state assembly on Thursday, Kerala Chief Minister Pinarayi Vijayan said the economic losses from the deluge would exceed $3.73bn.
‘Severe calamity’
The focus has now shifted to clean-up efforts and hospitals preparing to deal with possible outbreaks of water and airborne disease as people return home from relief camps.
The potential spread of leptospirosis has health officials worried.
“It can be fatal unless detected early. We had anticipated this so Doxycycline, which is an antibiotic, was prescribed to people across flood relief camps as preventive care. But we now know that many people simply failed to take the medication,” Dr V Jayashree told Al Jazeera from Kozhikode district.
The state government has deployed special units of doctors and nurses to flood-affected areas, officials said.
In New Delhi, India’s central government classified the floods as a “calamity of severe nature” and committed $84.3m so far.

Geoffrey Owens, a former actor on The Cosby Show, found himself at the center of the news cycle when shoppers captured photos of him working at a New Jersey Trader Joe’s. The sighting sparked a number of articles that many on social media saw as acts of job shaming, but something good came out of it, too: actors, directors, and other creatives were inspired to come to Owens’ defense and share their own stories about the struggles of the industry.
“This #LaborDay, we honor #geoffreyowens & ALL of the hard-working actors & artists who work 1, 2, 3 day jobs in order to pay the bills, take care of their families & still work to entertain us,” a tweet from the official SAG-AFTRA labor union account read. “#ActorsWithDayJobs, please share yours! We’re here for u & will.”
Crazy Ex-Girlfriend‘s Vella Lovell, Everybody Loves Raymond‘s Patricia Heaton, Quantico‘s Blair Underwood, and fellow Cosby Show actress Yvette Heyliger came out of the woodwork to voice their support of Owens, 57.
“Waitress, hostess, box office worker, nanny, receptionist, personal organizer. The norm for an artist is not being paid to do what we love, the norm is to HUSTLE and do whatever it takes to chase that dream,” Lovell wrote. “There is no shame in that — only pride.”
“When I worked on ‘Thirtysomething’ I was also summarizing depositions to pay my rent,” Heaton tweeted at Fox News, which ran one of these seemingly job-shaming articles along with The Daily Mail. “Why are you trying to humiliate this honorable, hardworking actor?”
Heylinger also recalled her “15 minutes of fame as Phylicia Rashad’s sister on The Cosby Show,” while her husband “carried” her family. “It was a huge sacrifice, but that was how I stayed in show business as long as I did,” she wrote.
BounceTV decided to pull reruns of The Cosby Show after star Bill Cosby was found guilty of sexual assault during his trial. In 2016, before Cosby’s conviction, Theo Huxtable actor Malcolm-Jamal Warner said pulling The Cosby Show from the air would mean losing residual checks for the cast. “It’s literally taking money out of my pocket. So I got my own personal feelings about that, because it personally affects me,” he noted.
Owens played Dr. Elvin Tibideaux, Sondra Huxtable’s husband, on The Cosby Show from 1985 to 1992. He has since appeared across television shows like It’s Always Sunny in Philadelphia, The Leftovers, Divorce, Lucifer, The Blacklist, and Elementary.

Activists including David Hogg — a survivor of the Parkland, Fla., high school shooting — have reached their fundraising goal for a mobile billboard that will take aim at President Donald Trump’s support of U.S. Sen. Ted Cruz’s reelection campaign.
The planned sign will feature Trump tweets that are critical of Cruz, written during the President’s 2016 campaign. At the time, Cruz was a political rival but has since proven to be an ally on most issues.
The tweets are from an era where Trump had nicknamed Cruz “Lyin’ Ted.” Organizers hope to feature multiple tweets on billboard truck that will drive a yet-to-be-planned route in Texas, the Washington Post reports.
One tweet featured in a mockup billboard: “Why would the people of Texas support Ted Cruz when he has accomplished absolutely nothing for them. He is another all talk, no action pol!”
Antonio Arellano, a Houston activist, organized the crowd-funding campaign to pay for the billboard. The Post reports Arellano cut off the campaign when it reached nearly $10,000, well over its $6,000 goal.
“We are planning to display the presidents own words about Cruz from 2016 on a mobile billboard, to remind Texans of the truth,” the campaign’s fundraising page says.
Hogg tweeted his support of the campaign and is listed as a co-organizer. On Saturday, he tweeted thanks to the campaign’s donors.
Hogg has become a central figure in the gun-control movement and has been involved in multiple advocacy projects, including calling for a boycott of Fox News’ Laura Ingraham.
Hogg survived a Valentine’s Day shooting in Parkland, Fla. that left 17 dead.

PHILADELPHIA – Eagles head coach Doug Pederson revealed the long-awaited secret Monday by announcing that Nick Foles will start at quarterback in the team’s opener Thursday night.
Pederson was combative at his press conference the day before, refusing to reveal his starting quarterback between Foles and Carson Wentz, expressing ire about reports over the weekend that had Foles as the starter.
On Monday, Pederson, who was not scheduled to speak to the media, made a brief statement announcing his decision. That came just a few minutes after the Eagles’ website reported the decision.
“In the best interest of everything about the football team and this decision, Nick Foles is the starter Week 1,” Pederson said. “My press conference will be tomorrow, and I’ll answer questions at that time. But I wanted you to hear it from me. It is about the football team, and the best interest of the 53 (man roster). And Nick Foles will be my starter Week 1. Thank you.”
Wentz has been recovering from two torn knee ligaments suffered last December. He has been going through team 11-on-11 drills for the past two weeks. But the Eagles apparently wanted to give him more time to heal.
Pederson said Sunday that Wentz has not yet been cleared for contact by the team’s medical staff. Last Friday, Dr. James Bradley, who performed Wentz’s surgery, told NBC Sports Philadelphia that the Eagles should take the cautious approach in the decision.
The nine-month mark for Wentz’s surgery would come in mid September. So there’s a possibility that Wentz could miss the second game of the season Sept. 16 against Tampa Bay.
Up until Monday, Pederson had tried hard to keep the decision a secret, admitting it was part of a competitive advantage.
But it was proving to be difficult. Pederson had said that the starting quarterback would get a large majority of the reps in practice this week. That work began Sunday. The players were instructed not to talk about it after practice Sunday.
That led to right tackle Lane Johnson to joke that he risked “getting spanked” if he revealed the decision. Now he doesn’t have to worry about that.
Johnson said it didn’t matter to him who started.
“None of those guys are going to help me block (Falcons defensive ends Vic) Beasley and Brooks Reed,” he said.

Last year’s runner-up Madison Keys is through to the quarter-finals of the US Open after she defeated 29th seed Dominika Cibulkova 6-1 6-3.
American 14th seed Keys broke twice in the first set and again on Cibulkova’s first game in the second.
She dropped serve shortly afterwards but broke back twice to win in one hour and 16 minutes on Arthur Ashe.
Keys will face the winner in the match between Maria Sharapova and Carla Suarez Navarro in the quarter-final.
She said: “I am glad I got the win and can come out here again for another match. It’s always easier to be more energised when the person on the other side of the net is more energised than you can possibly be.
“She’s a good player and has done a lot in her career. It was about having to focus on first serves and waiting for the right ball. I had to move my feet and used the crowd in those tight moments.”
Argentina’s President Mauricio Macri had announced emergency measures to control to slide of the country’s currency, including new taxes on exports and cutting government ministries by half.
The 59-year-old, who was elected in December 2015 on a pro-business platform, also said on Monday that his government would reinstate export taxes on agricultural products, backtracking on a major campaign promise.
The austerity move come three days after Argentina’s Central Bank raised interest rates to 60 percent – the world’s highest.
Speaking in a televised address, Macri acknowledged that the country’s economic crisis had become an “emergency” and that export taxes would be reintroduced to shore up the peso, which has lost more than half of its value this year.
“To cover what’s missing during this transition … we’ll ask those who have more capacity to contribute,” he said.
“I’m referring to those who export in Argentina, that your contributions are greater.
“In regard to our governing team, I’ve made the decision to reduce the number of ministries to less than half … I’ve decided to reduce my cabinet even more so we can give the upcoming agenda a more focused response.”
IMF package
Argentina, the third-largest economy in Latin America, currently has an unemployment rate of about nine percent.
According to the World Bank, more than 28 percent of its some 43 million people live in poverty.
During his speech, Macri also pledged to increase food plans for struggling Argentinians.
“These changes we’re making to our team and with the advances we’re making with the International Monetary Fund (IMF), we will begin to overcome the crisis, while always, always taking care of those who need it the most,” he said.
In June, the IMF agreed to a three-year, $50bn relief package but on Monday Nicolas Dujovne, Argentina’s treasury minister, travelled to Washington, DC to negotiate with the body for the funds to be released quicker.
However, many Argentines are wary of the IMF after its perceived role in the country’s worst ever financial crisis, during 2001-2002, which left one out of every five people unemployed and thrust millions into poverty.
The agreement sparked widespread protests across the country, with many blaming the IMF’s free-market policies for contributing to the economy’s collapse 17 years ago.
A May survey of more than 1,000 people by Argentinian pollsters D’Alessio Irol/Berensztein found that 75 percent of respondents felt seeking assistance from the IMF was problematic.
Struggling to make ends meet
Al Jazeera’s Teresa Bo, reporting from the capital, Buenos Aires, said the emergency loan may not be enough to reassure investors or the public.
“The president said that these were the most difficult days in his life since he was kidnapped many years ago,” she said, referring to Macri’s abduction in 1991.
“For the government right now, the big priority is to give investors confidence that Argentina won’t default again but on the streets the situation is completely different,” added Bo, noting that more demonstrations were expected to take place.
“The government had said that inflation was going to be between 15 and 20 percent [this year], but that figure is now expected to be between 30 and 35 percent, so there are lots of people who are worried.”
After losing another 15 percent of its value last week, the peso managed a modest recovery on Friday morning following a move by the government to pump almost $700m into the currency market.
